The licence: the smallest number, and the real starting point
A free-zone trade licence is the foundation, and it's cheaper than most people expect. Entry-level all-inclusive licences in the northern emirates start under AED 5,000 — our lowest is currently AED 4,888, which already covers the licence, registration, lease agreement and establishment card. A Dubai free-zone or mainland licence costs more for the address and reach, but even those are a fraction of the "you need hundreds of thousands" myth.
You usually don't need paid-up share capital
One of the biggest misconceptions is that you must deposit a large amount of "capital" in a bank before you can trade. For most free-zone company types, there is no meaningful paid-up capital requirement — you're not locking away AED 50,000 or 300,000 to start. Your real outlay is the setup cost, not a frozen deposit.
Visas are the biggest variable
If your budget is going to move, it's here. Each residence visa carries its own government and processing costs — entry permit, status change, medical, Emirates ID and stamping — and they repeat per person. A solo founder needing one visa has a very different total from someone bringing a spouse and two staff. Decide your realistic visa count first, because it's the number that most often turns a small budget into a larger one.
Office: match it to what you actually need
Every licence needs an address, but a flexi-desk or virtual office in a free zone is enough for most consultants and online businesses, and it's the economical choice. A physical office or shop costs considerably more and is only necessary for certain activities. Don't pay for space you won't use.

For a genuine minimum — one licence, no visa, online or consultancy activity — you're looking at low thousands of dirhams, all in. Add a residence visa for yourself and you're still in a very manageable range. Scale up office space, visas or a Dubai address and the number grows, but predictably, not mysteriously.
